Since Norman the 14-year-old horse collapsed at 2:00 AM in the middle of the street, the NYPD has started enforcing the existing "no standing zone" parking rules, preventing the drivers from staging carriage horse rides in certain areas along Central Park South. This keeps the horses safer and out of traffic.
